The Ontario government has finalized changes to upcoming recycling rules, easing requirements for producers while still moving forward with its Blue Box transition plan.
Originally set to enforce strict targets starting next year, the province is now delaying some measures and offering more flexibility due to inflation, supply chain issues, and rising recycling costs.
Environmental groups argue the revisions weaken consistency and delay service expansions, especially for multi-residential buildings, which won’t see full coverage until 2031.
The province says the changes will still save municipalities hundreds of millions while ensuring services across Ontario.
