As of May 1st, the Mayor of Bluewater gained expanded “strong mayor” powers under Ontario law. One key responsibility is to prepare the Municipality’s annual budget, known as the Mayor’s Budget, and provide it to Council and the Clerk by February 1st each year.
Once presented, Council has 30 days to suggest changes. If no changes are made, the budget is automatically adopted. If Council proposes amendments, the Mayor can veto them within 10 days. Council can then try to override the veto, but it requires a two-thirds majority vote. If the veto is not overridden, the Mayor’s budget is adopted as originally presented. These powers apply to all municipal budget matters and cannot be delegated.
The 2026 Bluewater budget, which includes both the operating and capital budgets, is tentatively scheduled for release on November 26, 2025. Residents who need budget documents in an alternative format are encouraged to contact the Municipality for assistance.
