Premier Doug Ford says changes to OSAP are necessary due to rising provincial costs and pressure from post-secondary institutions.
Starting this fall, students will receive a maximum of 25 per cent of OSAP funding as grants.
He said he has also had several calls with students since changes were made – concerned about some of the ways OSAP was being used.
The province will reduce grant funding and rely more heavily on repayable loans beginning this fall while universities and colleges will also be allowed to raise tuition by up to two per cent annually for the next three years.
